Job Summary:
A leading public-sector organization is seeking an experienced Mobile Application Developer (individual or team) to lead the redesign, development, deployment, and long-term support of two mobile applications. These include a public-facing app and an internal operational app. This initiative aims to enhance user engagement, ensure cybersecurity compliance, and modernize mobile platforms with an emphasis on usability and innovation.

Key Responsibilities:
Phase I – Strategy & Requirements Gathering
* Facilitate stakeholder interviews and workshops
* Define user personas and outline security/compliance requirements
* Create a Mobile App Strategy & Roadmap
Phase II – Design & Planning
* Redesign the public-facing app and architect the internal-use app
* Develop UX wireframes, usability workflows, and documentation
* Build and manage a product backlog in Jira
Phase III – Development & Deployment
* Develop and deliver native iOS and Android applications using Agile sprints
* Integrate third-party APIs and services (e.g., parking, food ordering, internal systems)
* Deploy apps to public and enterprise distribution platforms
* Provide full source code documentation and analytics dashboard access
Phase IV – Testing & Roll-Out
* Create and execute unit, regression, and integration testing plans
* Conduct A/B testing and validate post-deployment performance
* Collaborate on soft launch/pilot strategies and promotional campaigns
Phase V – Maintenance & Support
* Provide 1 year of post-launch support, including after-hours incident handling
* Roll out updates and resolve bugs promptly
Required Qualifications:
* Minimum 3 years (within the last 5) of experience developing native iOS and Android apps for large enterprises (1,500+ employees)
* Proven experience in mobile strategy planning and vision execution
* Strong knowledge of Apple HIG and Google Material Design
* Agile experience, particularly with Jira-based sprint planning
* Expertise in API development/integration
* Familiarity with cybersecurity standards including NIST, Secure by Design principles, and Azure Entra ID
* Proficient in automated testing and regression test planning
Preferred Qualifications:
* Experience with public sector or transportation-related organizations
* PCI-DSS compliance experience for mobile payment features
* Integration with Firebase, FlySFO.com, and internal platforms
* Familiarity with Apple App Clips and enterprise distribution models
* Understanding of privacy regulations: GDPR, CCPA, CPRA
